Plans underway for coffee stand, townhomes, rezones

Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia. 

The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties. 

Here’s a look at projects that appeared in the SEPA register in the past month.  

Turbo Coffee drive-thru

Richland

Clover Planning and Zoning has filed a special use permit application to allow the development of a drive-thru coffee stand at 1011 Queensgate Drive. The coffee stand would be about 800 square feet with a small patio area. The 1.47-acre parcel is adjacent to an existing gas station and car wash facility.

Clearwater North Phase 2

Kennewick

Knutzen Engineering has submitted plans for a 75-lot single family subdivision at 10600 W. Clearwater Ave. Improvements associated with the subdivision include public roads, public water, public sewer and the extension of communication and power facilities. A public pedestrian pathway through the residential blocks is also proposed.

Raceway access road improvements

West Richland

City of West Richland Public Works Department has submitted plans to build a 26-foot-wide roadway with curb, gutter and storm drainage south of the intersection of West Van Giesen Street and Keene Road. Other improvements to the public infrastructure include sewer main and water main to a future well site.

W. 21st Avenue rezone

Kennewick

Knutzen Engineering has submitted plans to rezone four lots at 2109 W. 21st Ave. from residential, suburban, to residential, low density.

Desert Sands preliminary plat

Kennewick

Knutzen Engineering has submitted plans for the preliminary plat of a 14.23-acre property into 153 lots for a single-family townhome development at 11292 W. Clearwater Ave.

Gibbons Market

Benton County

Bestebreur Brothers Construction LLC has submitted plans to build a 3,500-square-foot store and gas station serving eight vehicles at a time at 66201 W. Yakitat Road in Prosser. The project will involve the demolition of an existing store/cafe and the removal of four existing buried 10,000-gallon fuel tanks.

5D Development at Cottonwood 1 land use and rezone

Benton County

Knutzen Engineering, on behalf of 5D Development at Cottonwood 1 LLC, has requested a Comprehensive Plan amendment to change the land use of two parcels north and east of the intersection of Wiser Parkway and East Detrick Private Road from rural industrial to rural commercial. A rezone from light industrial to the interchange commercial zoning has been requested as well.

Bagley Industrial Park

Pasco

Knutzen Engineering has submitted plans for a multiphase project on St. Helens Street between North Railroad Avenue and North Rainier Avenue. The first phase will be to construct a new 33,952-square-foot industrial flex style building and a private road for through access to all proposed lot and half road improvements to St. Helens. The second phase will be for the construction of a second building. Future phases will be determined based on tenant needs.

Riverhawk Place townhomes

Pasco

Robert McLeod has submitted plans to grade a 2.36-acre site off of West Court Street, between Road 68 and Hilbert Lane, and build an eight-building, 40-unit multifamily apartment complex. Civil improvements will include frontage improvements along West Court Street, a private drive and the extension of public utilities.
