Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia.
The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties.
Here’s a look at projects that appeared in the SEPA register in the past month.
Benton County
UPI Property III LLC has submitted plans to construct three buildings, totaling 21,250 square feet, and grade a new 60-spot parking area for a U-Pull-It Auto Parts facility. The 18-acre site is at the southwest corner of South Piert Road and East Cochran Road and is zoned heavy industrial.
Benton County
Jaymes Cazier has submitted a proposal for a commercial rock quarry at 76808 N. Highway 225 to crush and screen fractured basalt rock. The project, initially less than three acres in size, would include plans to eventually expand up to 10 acres, with eight acres dedicated to the active quarry site.
Benton County
Filipp Shelestovskiy has submitted a proposal to divide the 2.56-acre parcel at 6616 Second St. in Benton City into four lots.
Kennewick Irrigation District
Kennewick Irrigation District has submitted plans to remove about 15,000 cubic yards of material from within the canal right of way about 2,200 feet to the east of where the canal is crossed by Webber Canyon Road. The material will be used in other areas of KID canal system betterment projects in Badger Canyon where necessary.
Franklin County
Franklin County Public Works has submitted plans to demolish the timber bridge on Hollingsworth Road 75 feet east of Greenacres Road and replace it with a multi-plate aluminum/steel culvert. The new culvert will be 24 feet wide, 5 feet 9 inches high and 63 feet 3 inches long. It will be in the same footprint as the existing bridge and will span South Columbia Basin Irrigation District’s Wahluke Branch 10 lateral canal. About 820 cubic yards of material from the canal will be excavated, with 407 cubic yards of that material to be used as backfill around the new structure.
Franklin County
Sandoval Rentals LLC has submitted plans to rezone a 3.92-acre parcel from agricultural production to rural service commercial for the future construction of apartments. The property is on the east side of Bailie Boulevard, south of Park Drive and north of First Avenue.
Pasco
Empire Bro Construction LLC has submitted plans to build a 120-unit multifamily development on 4.85 acres at 131 Cedar Road and grade a nearby parcel. Development will include the removal of an existing foundation from a previous single-family home on the northwest corner of the site.
Pasco
John Scheline with B4 Development has submitted plans to fence, grade and gravel a vacant plot with landscape and required frontage. The plot is on the west side of North Commercial Avenue across from 1825 N. Commercial Ave., and a building is anticipated to be developed at this site in the future.
Pasco
Erik Spencer has submitted plans to place four 10,000-gallon oil tanks and one 5,500 -gallon antifreeze tank on a developed parcel. The project at 1810 E. James St. includes a 1,870-square-foot concrete pad that the tanks will be placed on and a truck loading/unloading containment area.

Evolve DC for Damian Padilla has submitted a proposal to replace two existing retaining walls and an adjacent staircase at 11200 W. Court St., within 200 feet of the ordinary high-water mark of the Columbia River (Lake Wallula).

Knutzen Engineering has submitted plans to build a 5,150-square-foot bank with two drive-throughs at the northwest corner of Morasch Lane and West Argent Road. The site is 1.15 acres, and development would include a parking lot with access to West Argent Road and driveways on Morash Lane and Rickenbacker Drive.

The Port of Pasco has submitted plans to replace two existing decks with handrails at 1952 E. Dock St. The decks are over the edge of the Columbia River. The project site is surrounded by historical resources but none will be impacted. Interior tenant improvement also will take place, remodeling the space for finishes, plumbing, electrical and HVAC.

Jubilee Foundation has submitted plans for a 120-unit apartment complex. The site, at the northeast corner of Spokane Street, South Road 30 East, and East A Street, is currently vacant.

Cody Garrison on behalf of AMS 2023 BTS – Pasco, WA LLC has submitted plans to build an 87,750-square-foot warehouse at 5700 N. Capitol Ave. to be used as a delivery station. The plans also include site improvements and stormwater management infrastructure.

Paul Lavrentiev has submitted a preliminary plat for a 408-lot subdivision on about 67.97 acres. The lots would be composed of 329 townhouse lots and 80 standard lots, and the project includes grading, infrastructure improvements and building the homes. The property is south of the canal between Crescent Road and Road 100/Broadmoor Boulevard.
Pasco
Juan Ochoa has submitted a proposal to rezone about 3.34 acres at 916 Road 56 from residential suburban to low-density residential. Although no project actions are proposed at this time, it is anticipated that a subdivision application would follow approval of the proposed rezone.
Pasco
Petr Strizhak has submitted an application for a shoreline substantial development permit to build a 4-by-4-foot concrete shore anchor, install up to four piles, a new 68-foot-long ramp, a 160-square-foot dock and a footpath from the top of the bank down to the new dock. The dock will meet the requirements of the McNary Shoreline Management Plan, and the site is at 11530 W. Court St. He’s also submitted an application to remove an existing concrete structure.
Franklin County
Yolanda Navarro has submitted an application to build a detached accessory dwelling unit, or ADU. The detached ADU at 205 Alan Road will not exceed 1,600 square feet and will be used to help with the care of an older relative.
