Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia.
The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties.
Here’s a look at projects that appeared in the SEPA register in the past month.
Richland
Atkins Energy Federal EPC Inc. has submitted plans to construct two pre-engineered metal buildings measuring 336-by-100 feet and 336-by-60 feet, and an 111-stall parking lot at 2509 Logan St. Additionally, two driveways off of Logan Street will be constructed and utilities will be installed. The project requires 6,000 cubic yards of grading. Hazardous materials will be stored at the site within their original packaging, which will remain unopened until shipped and used elsewhere.
Benton County
Knutzen Engineering has submitted plans to construct a 6,073-square-foot single-family dwelling with a 2,040-square-foot attached garage at 72915 E. Homestead Road, Kennewick. The area is designated as geologically hazardous.
Kennewick
Mitchell Creer LLC has submitted plans for a residential development on 152 acres south of the Wheat Road and Bob Olson Parkway intersection. The development will consist of 1,333 multifamily dwelling units, 445 townhomes, 100 large-lot single-family homes and commercial buildings. Community recreational open spaces will be included in the development, as well as the installation of public roads, water, sewer, stormwater, street lighting, landscaping and power. The project requires 750,000 cubic yards of grading and the total building square footage is approximately 2.2 million.
Richland
Atkins Engineering Laboratory has submitted plans to build a simulant mixing and storage facility at 2774 Q Ave.
The facility would provide an additional 66,000 gallons of tank storage capacity to an existing testing facility for Hanford’s Waste Treatment Plant.
Benton County
Knutzen Engineering has submitted plans to build a 21,500-square-foot warehouse and office space with a 22-stall parking lot. The site is 600 feet north of the intersection of Wiser Parkway and East Detrick Private Road SE. About 4,200 cubic yards will be graded.
Kennewick Irrigation District
Kennewick Irrigation District has submitted plans to fill an existing, unused irrigation pond at 5105 N. Canyon View PR NE in Benton City. The pond will be filled with the existing embankment built using material from the excavated pond during its original construction.
Richland
Cedar and Sage Apartments 1 LLC has submitted plans to construct a 49,956-square-foot, five-story mixed-use building at 470 Bradley Blvd. It will include 32 dwelling units (28,632 square feet), six retail tenant spaces (3,063 square feet), on-site parking, landscaping and a public plaza area adjacent to the riverfront trail. Off-site shoreline restoration will take place.
Benton County
JUB Engineering has submitted plans to expand an existing quarry south of Highway 397 and west of Badger Cayon Road. The expansion will increase the mining area and add to quarry operations.
Richland
MD&D Investments LLC has submitted plans to rezone 1251 N. Bermuda Road to medium-density residential-small and subdivide the over 26-acre site into 112 lots.
Benton County
Fisher Construction Group has submitted plans for a 131,725-square-foot addition to the existing facility, associated truck loading dock and employee parking at 184301 S. Plymouth Industrial Road. The work will include 61,200 cubic yards of grading and utilities to add a new onion grading and bagging facility to the existing onion processing facility.
Department of Natural Resources
The Department of Natural Resources (DNR) plans to dedicate a road easement to Richland for future road development that will provide access to 330 acres of land. This easement dedication is a requirement from the city and would connect to existing developed roads and rights of way on the south and east sides of the DNR property.
The property is north of Kennedy Road and west of Duportail Street.
DNR is also proposing to ground lease 29.48 acres (two parcels) in the general business zoning area. Eight parcels will be created, and about 20 acres will be dedicated for the Costco Wholesale Warehouse and fuel facility. The remaining property will be divided into seven lots for future development.
Benton County Clean Air Agency
Caliber Holdings LLC has submitted a proposal for a second paint booth at its existing surface coating facility at 110 N. Washington St., Kennewick.
Department of Natural Resources
Bonneville Power Administration has submitted plans to rebuild and reconfigure a disconnect switch system along the Grandview-Red Mountain No. 1 Transmission Line at Prosser Tap. The existing switches on the north side of West Snipes Road and east of North Hinzerling Road six miles north of Prosser are more than 70 years old and have reached the end of their service life.
The proposal calls for the removal of the existing switch and building a new switch on a permanent bypass located along the north side of the transmission line. The legs of the old switch stand and platform will be cut off just below the surface, leaving the footings in place.
A temporary structure consisting of six wood poles would be installed to keep the city of Prosser energized during construction. These poles would be installed in new holes and kept in place for about six weeks.
West Richland
Knutzen Engineering has submitted plans on behalf of Walsh Group LLC to divide 10.36 acres at 4401 Kennedy Road into 80 parcels. The site is zoned multifamily residential. The proposed subdivision will be completed in two phases and the average lot area is 4.046 square feet. The project will include the construction of 80 townhomes and the extension of utilities to each lot.
Richland
An architecture firm, 2812 Architecture, has submitted plans to build a Popeye’s restaurant at 3160 Duportail St. The building will be 19 feet tall and 2,333 square feet with associated site improvements. The parcel is 1.06 acres of undeveloped land.
Richland
American Rock Products has submitted plans to build a reinforced concrete box culvert at 2807 Stevens Drive, underneath an existing BNSF rail line. The exterior dimensions of the box culvert are 10 feet tall by 14 feet wide.
Richland
Atlas Agro North America Corp. has proposed a fertilizer plant facility referred to as the Pacific Green Fertilizer Plant in the Northwest Advanced Clean Energy Park. The proposed project would use about 130 acres in the southern portion.
Pasco
Ryan Mahaffey with the city of Pasco has submitted a special permit application to install a new fabric structure — or pool bubble — above an existing pool at Memorial Park, 1520 W. Shoshone St.
Pasco
Paul Knutzen with Knutzen Engineering submitted plans for a new 30,884-square-foot auto dealership along the north side of St. Thomas Drive south of Interstate 182 and east of Broadmoor Boulevard. The project will include an associated service center, parts department and vehicle display areas. The associated parcels will be consolidated.
Connell
Montemayor Properties LLC has submitted plans to build a new 20,854-square-foot grocery store at 610 S. Columbia Ave. The site will include a parking lot with 101 stalls (seven of which are ADA compliant) and the demolition of the existing 11,040-square-foot grocery store.
U.S. Bureau of Indian Affairs
The Colville Tribes submitted a Fee-to-Trust application requesting the placement of 164.63 acres of fee land in trust by the United States. The Colville Tribes would build a casino resort on this land, which would include a 184,200-square-foot casino, a 200-room hotel, an event center, eateries and supporting facility. The proposed property is in Pasco east of North Capitol Avenue and bounded by commercial developments to the west and south and agricultural parcels to the north and east. The purpose of the project is to improve the economic status of the tribal government so it can provide comprehensive services and ensure the continued social and economic independence and well-being of its members.
Franklin County
Desert River Development has applied for a CUP to allow for the construction of a double-sided, V-shaped billboard facing Highway 395 at 860 Pepiot Road, Mesa. The billboard would be 576 square feet with an overall height of up to 45 feet. About 100 square feet of the area would be used for billboard footing and power hookup.
Franklin County
Yolanda Navarro has applied for a conditional use permit to allow for the construction of a detached accessory dwelling unit (ADU) at 205 Alan Road, Pasco. The detached ADU will not exceed 1,600 square feet.
Pasco
LCR Construction LLC has submitted plans to build a 3,750-square-foot convenience store with four gasoline pumps at 3210 Road 44. The building will include a coffee/doughnut shop with a drive-thru window and no indoor seating. The pumps will be served by a 30,000-gallon underground fuel storage tank. The remainder of the lot will be developed with parking and landscaping, and other buildings are anticipated in the future.
