Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia.
The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties.
Here’s a look at projects that appeared in the SEPA register in the past month.
Prosser
Joe Kumar has submitted plans to build a 45,000-square-foot, three-story hotel at 250 Merlot Drive. The project will include a parking lot, trash enclosures and signage.
West Richland
Randall and Lori Walli have applied for a conditional use permit for the construction of an event center on 12.22 acres at 70712 N. 46th Ave. The project would convert an existing barn into an event center with associated improvements. The site is zoned low-density residential, in which commercial entertainment and event uses are conditional uses on parcels over 10 acres.
Kennewick Irrigation District
Daniel Tissell has submitted plans to demolish and upgrade an existing temporary pump station west of the intersection of South Sherman Street and Ridgeline Drive in Kennewick. A pump station building will be constructed and about 150 feet of underground pipeline, sized 16 inches and 12 inches, will be installed.

Taryn Chisolm has submitted plans for a high-speed diesel fuel expansion on the existing 3,500-square-foot Circle K store and 4,860-square-foot gas station at 22 S. Gum St. The project will include a new 34-by-24-foot fueling canopy, pumps, two underground storage tanks (an 8,000-gallon tank and a 20,000-gallon tank), signage, striping and additional parking. Two existing site access points will be used, and the west access will be removed.
West Richland
Patrick Harty has applied for a rezone of 2.5 acres south of Mt. Adams View and west of Champion Avenue from residential medium 10,000 to residential medium 6,000.
Prosser
Zirkle Fruit has submitted plans for a 12,331-square-foot addition to the existing processing plant at 101 Max Benitz Road. The addition will include new processing equipment.
Pasco
Dave Swisher, on behalf of Farm 2005 LLC, has submitted plans for a 460-lot single family subdivision on approximately 132.5 acres north of Burns Road and east of Road 52.
Pasco
Paul Lavrentiev of Pro Made Homes submitted a preliminary plat application for a Raven Place subdivision northwest of the intersection of Burns Road and Road 52 in Pasco and northeast of Burns Road and Road 60 in Franklin County. The subdivision will consist of 705 lots, including a park or parks and open space.
Pasco
Peter Harpster of Harpster Land Development, on behalf of Big Sky Developers LLC, has submitted plans to subdivide 42.01 acres north of Burns Road, east of Convention Drive and west of Robert Wayne Drive into 311 lots. Typical street and utility improvements will be installed to support the subdivision.
Pasco
Regina Zambrano with United Parcel Services Inc. has submitted plans for a 25,000-square-foot distribution center at 5810 N. Capitol Ave. The proposal includes 300,000 square feet of total site development for building, parking and stormwater facilities. The site, zoned light industrial, is currently vacant, but has been used for producing alfalfa.

SRB Real Estate Investments LLC has submitted plans to build a 10,100-square-foot convenience store, a 2,560-square-foot restaurant, an 8,200-square-foot truck wash, 19 fuel dispensers, canopies, truck scale and site improvements at the northeast corner of Kartchner Street and Industrial Way, a 10.6-acre vacant site.
Pasco
Broetje Orchards LLC has applied for a comprehensive plan land use amendment to change five parcels’ future land use designation from industrial land use to mixed residential and commercial land use. The parcels are on the south side of West A Street between Cedar Avenue and Manzanita Lane.

Paul Knutzen of Knutzen Engineering has submitted plans for a 5,168-square-foot pavilion building that includes public restrooms and a large canopy at 6200 Burden Blvd. The site will accommodate 26 food trucks, with associated site and parking improvements.
Franklin County
Harpster Land Development has submitted an application for a conditional use permit to allow an accessory structure to be placed within the front yard area at 2270 Dent Road, Pasco.
Franklin County
Jorge Torres has submitted plans to develop a single-family residential subdivision north of Roberta Road, south of Ivy Road and east of Road 52 North. The site is 9.33 acres, zoned rural residential 1, and will be divided into eight lots.
Pasco
Knutzen Engineering has submitted plans to build a 5,150-square-foot bank with two drive-thrus at the northwest corner of West Argent Road and Morasch Lane. The proposal includes associated parking, with right in/right out access on Argent Road, a driveway on Morasch Lane and Rickenbacker Drive, and frontage improvements for those streets.
Pasco
Don Domey from Corwin Company Inc. has submitted plans for a 10,500-square-foot building at 2604 W. Court St., intended for use as a warehouse. The proposal features a loading dock, a covered wash station and site grading. The site currently hosts an 8,368-square-foot equipment rental building that will remain unchanged.

Luis Miramontes with Kaizen LLC has submitted plans for a 6,400-square-foot retail building with associated site improvements at 1503 W. Lewis St. The parcel was previously developed with a 4,126.5-square-foot building that was demolished.
