Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia.
The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties.
Here’s a look at projects that appeared in the SEPA register in the past month.
Benton City
Paul Knutzen has submitted plans to build a 7,840-square-foot child development church school and a 32-space paved employee parking lot. The property, at 1000 Horne Drive in Benton City, is zoned medium density residential.
Benton County
Alan Childers has submitted plans to short plat a 13.55-acre parcel at 157210 W. Old Inland Empire Highway, Prosser. The parcel will be divided into two lots.
Richland
Sage Hill has submitted a special use permit application to make changes to the cellular service monopole at 1515 George Washington Way. Its overall height will be reduced and antennas will be added to its exterior to accommodate service needs. The previously screened antennas will be uncovered, and the ground story will remain unchanged.
Energy Facility Site Evaluation Council
Innergex Renewable Development USA LLC has submitted a proposal to build a 470-megawatt solar voltaic facility, including a battery energy storage system. The project’s lease boundary spans 5,852 acres of privately owned land, and the project area within that boundary would be 4,573 acres. Fencing would enclose 2,974 acres within the project area.
The proposed site is 12.5 miles northeast of Sunnyside and 1 mile south of the interchange between Highways 241 and 24 in unincorporated Benton County. The project would interconnect with the Bonneville Power Administration transmission system at the BPA Wautoma Substation. A 0.25-milelong overhead transmission line would connect the project substation to the BPA Wautoma substation.
Kennewick
Knutzen Engineering has submitted plans to build a 3-acre RV storage facility at 10601 Ridgeline Drive, Kennewick. The facility will include five buildings with 22 units, totaling about 38,000 square feet. Site and utility improvements will take place, including frontage improvements and public sidewalk, on Ridgeline Drive.
Pasco
Community Minded Enterprises has submitted plans to use an existing building at 1919 N. 20th Ave. As a “community service level two” facility. It will provide substance use disorder treatment, mental health care, dual-diagnosis treatment, medication-assisted treatment, peer support services, a cafe and medical and dental care. The project would involve minor interior remodeling to accommodate clients.
Pasco
Kimmie Estates Development LLC has submitted plans for a new 11-lot subdivision within a low-density residential zoning district. The 2.2-acre property is on the south side of West Henry Street, between Roads 44 and 42. A new public roadway, cul de sac and pedestrian sidewalks will be built, along with utility improvements. The site will be graded, and about 3,500 cubic yards of soil will be moved.
Pasco
The city of Pasco has submitted plans to install lighting to support the use of an approved soccer field at 2200 E. A St. after daylight hours. The lighting will be about 70 feet in height and will be used from dusk until 11 p.m. when needed.

Cody Fielding on behalf of Haven Capital LLC has submitted plans for a 14-lot preliminary plat and a rezone from suburban to low-density residential at 9903 W. Court St. Additionally, a right of way vacation has been requested.

Paul Knutzen has submitted plans for site improvements for an existing onion facility at 1427 N. First St. The project includes hard surfacing existing gravel areas on site and right-of-way improvements. The existing 68,093-square-foot building will not be modified.

Empire Bro Construction LLC has submitted plans to build a 120-unit multifamily development at 131 Cedar Road and grade a nearby parcel. An existing foundation from a previous single-family home on the northwest corner of the site will be removed.

Paul Knutzen has submitted plans to demolish a ground-floor office building at 2824 W. Irving St. A two-story, 6,312-square-foot office building will be built on the same footprint, including site improvements. The proposal also includes upgrades to an existing basement area.

Darral Moore of J-U-B Engineers Inc. on behalf of the Port of Pasco has submitted plans for a 497-space paved parking lot extension with site lighting. The extension will be to the east of the Tri-Cities Airport’s entrance at 3601 N. 20th Ave and the project area is about 4.7 acres.
Franklin County
Meier Architecture & Engineering has submitted plans to build a 60-by-61.5-foot fire apparatus bay building and one accessible paved parking stall at 115 N. Violet Ave., Kahlotus.
Franklin County
Valley Science and Engineering has submitted plans to add 295 acres (Noble Farm) to the current Lamb Weston land treatment system for process effluent water reuse. The current process effluent water pipeline will be extended to Noble Farm and connect to the current irrigation system. The project will take place at 2141 Highway 260, Connell.
Franklin County
Lone Crow Meat Processing has applied for a conditional use permit to build a 60-by-100-foot cattle harvesting facility. The proposed site is east of Langford Road, south of Kent Drive and West of Highway 395, and it is zoned agricultural production.

Jorge Torres has submitted plans to develop a single-family residential subdivision at the future intersection of Road 52 and Roberta Road. The 9.33-acre parcel will be split into eight new lots. The proposed site is zoned rural residential 1.
Franklin County
Jeff Graff has submitted a conditional use permit to allow for the construction and placement of an accessory structure exceeding the height limit in the front yard area of 2270 Dent Road, Pasco. The project site is zoned rural community 1.
Pasco
Jason Watkins with Modern Machinery has submitted plans to build a 36,290-square-foot heavy-machinery shop, wash bay, warehouse and office space with site improvements. Future plans for the site on East Lewis Place southwest of Highway 12 include two additional shop bays.

Luis Miramontes with Kaizen LLC has submitted plans for a 6,400-square-foot commercial retail building with associated site improvements at 1503 W. Lewis St. The parcel was previously developed with a 4,126.5-square-foot building, which has been demolished.

Don Domey from Corwin Company Inc. has submitted plans for a 10,500-square-foot building at 2604 W. Court St. The building is intended for use as a warehouse, and the proposal features a loading dock, a covered wash station and site grading. The 8,368-square-foot equipment rental building currently on site will remain unchanged.
