Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia.
The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties.
Here’s a look at projects that appeared in the SEPA register in the past month.
Benton City
Paul Lavrentiev has submitted plans to change the zoning at 306 E. Sixth St. The 1.14-acre property is currently zoned ag-suburban, which allows a minimum lot size of 20,000 square feet. The proposal is to rezone the property as medium density residential, which allows a minimum lot size of 7,200 square feet.
West Richland
BMB Development Inc. has submitted a preliminary plat application on behalf of Brad Beauchamp to divide 10.24 acres into 25 single-family residential lots and one open space tract. The site is south of Kennedy Road and east of Hershey Lane. The property will be developed with utilities, including domestic water, storm water, sewer, electric services and telecommunications.
Benton City
Benton City has submitted plans to buy and refurbish the retired Union Pacific railroad bridge which spans the Yakima River at 1000 Dinah Lane. The refurbished bridge will be used as a pedestrian walkway and the 11 acres to the southwest of the bridge will be developed as a park.
Benton County
Apostolic Lutheran Church has submitted plans to build a 12,792-square-foot church and an 85-space parking lot at 33202 S. Clodfelter Road, Kennewick.
Kennewick Irrigation District
Kennewick Irrigation District has submitted plans to modify an existing concrete lined canal south of the intersection of South Irving Street and Creekstone Drive. The modifications would include the installation of up to three new 48-inch diameter pipes running parallel to an existing siphon. The original siphon was undersized, and a new pipe will improve water flow. The irrigation district also will install a new weed screen upstream of the siphon and will widen the canal downstream of the siphon.
Kennewick
The city of Kennewick has submitted plans to extend water and sewer infrastructure south of Interstate 82 to serve undeveloped property zoned industrial, light. The site is at 7241 W. 35th Ave.
Prosser
Van Voorhies has submitted plans to construct a 67-room, three-story hotel and parking lot at 250 Merlot Drive. The hotel would have approximately 45,000 square feet of floor space, and site work would include parking lots, landscaping and the construction of new frontage sidewalk.
Prosser
Green Plan Construction LLC has submitted plans for a six-lot subdivision at 205 Old Inland Empire Highway, with lots two through six rezoned commercial, general. The rezone is consistent with the Comprehensive Plan Land Use designation, and the plans include a proposal to defer the construction of public improvements using a development agreement.
Franklin County
Jef Gallacci has submitted plans to develop a mining operation to extract available sand, gravel and rock for commercial use. The site is south of the intersection of East Foster Wells and Piekarski roads. Testing and sample holes would impact several locations across the parcel, and initial mining would take place based on the sample results. Mining would progress in 25-acre phases over the lifetime of the mine.
Franklin County
Harpster Land Development has applied for a conditional use permit to allow for a deviation to the accessory structure standards in the rural community 1 zone. This would enable an accessory structure to be placed within the front yard area at 461 John Mullen Trail, Pasco. The structure would exceed the maximum building height standard for accessory structures.

ADT Construction has submitted an application to allow a building height deviation to the accessory structure standards in the Suburban 20 zone. The request is to build a 24-foot (peak height) accessory structure at 2704 Road 64, Pasco.

Benjamin Bauman has submitted an application to build an irrigation store at 3251 Glade North Road, Pasco. The parcel has split zoning, agricultural production 20 and general industrial, and a split comprehensive plan land use designation of agricultural and rural industrial.

Victor Rodriguez has submitted an application for a conditional use permit allowing the construction of a new single-family dwelling unit and the conversion of the existing single-family dwelling unit to be used as a detached accessory dwelling unit at 140 Radar Hill Road, Othello.
Pasco
Juan Ochoa has submitted plans to plat 20 residential lots within the low-density residential zoning district at 916 Road 56. The development will be a mix of single-family detached and single-family attached housing. The project will include demolishing some existing structures, decommissioning a well and on-site septic system, clearing the land, grading for roads and building pads, constructing roads and utility infrastructure, and constructing residential buildings. The existing dwelling will remain, and 3,500 cubic yards of cut/fill is anticipated.
Pasco
Infinity Homes of Washington LLC has submitted plans to rezone the southern half of a parcel from retail business to medium-density residential to remove the split zoning and prepare for a preliminary plat project. The area proposed to be rezoned, northeast of the intersection of Road 68 and Court Street, is about 4.5 acres.
Pasco
TSK 2019 LLC has submitted plans to build a 4,200-square-foot gas station with 12 fuel pumps and site improvements. The area covers two sites, 10002 Burns Road and 6402 Broadmoor Blvd., and is currently vacant. The project will put in public street frontage along Burns Road and Road 100.

K & S Family Enterprises LLC has submitted plans to build a 24,000-square-foot warehouse at the northeast corner of North Wyoming Avenue and East Superior Street. The property is zoned C3, and about 750 cubic yards of excavation are anticipated.

Jamie Vargas has submitted plans to construct a new 24-stall parking lot on an undeveloped parcel on the east side of South Fourth Avenue, about 150 feet south of the intersection with West A Street.
Franklin County
Horizon Towers has applied for a conditional use permit to allow for the construction of a new wireless communication facility west of Martindale Road and south of Pasco-Kahlotus Highway. The proposal is to construct a 154-foot wireless communication tower and a 250-square-foot facility to include security fencing, a gravel access road with a fire apparatus turn-around area and an emergency back-up generator.
Pasco
Gary Barnes has submitted plans to build a 5,263-square-foot car wash, a 676-square-foot pay station and canopies totaling 3,497 square feet at the southwest corner of Burden Boulevard and Convention Place. The area covers two sites totaling 1.38 acres and is undeveloped. The proposal includes site improvements.
Pasco
Cody Fielding has submitted plans for a 40-unit apartment complex consisting of two-story buildings with site improvements. The property, located along Heritage Boulevard north of East Helena Street, is undeveloped.
