Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia.
The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties.
Here’s a look at projects that appeared in the SEPA register in the past month.
Benton County
Daniel Spanner has submitted plans to change the zone of 117 E. 17th Ave. in unincorporated Benton County from urban growth area residential to the general commercial zoning district.
Benton County
Kathleen Worley has submitted plans to short plat a 39.65-acre parcel at 24302 W. Kelly Road, Benton City, into two lots.
Kennewick
Tri-Cities Development LLC has submitted plans for a preliminary plat to develop 125 lots and nine tracts and required off-site improvements at 7165 W. 32nd Ave.
Benton County
Farmland Reserve has submitted plans to grade approximately 5,304 cubic yards at 143678 S. Finley Road, Kennewick, to repair the embankment of an existing earthen irrigation pond and install an exposed liner. An emergency overflow will be added and the existing concrete pump station structure will be modified to better accommodate the interior pond slopes.
Benton City
Rafel and Araceli Zepeda have submitted plans to construct a 4,800-square-foot building at 1108 Grace Ave., where there is an existing 5,500-square-foot child care facility and associated parking lot. The property is 1.1 acres and is zoned medium-density residential.
Benton County
Bestebreur Brothers Construction LLC has submitted plans to build a 3,500-square-foot store and gas station at 66201 W. Yakitat Road, Prosser. The gas station will serve eight vehicles at a time, and the project will include the demolition of an existing store/cafe and the removal of four buried 10,000-gallon fuel tanks.
Pasco
Darral Moore of J-U-B Engineers Inc., on behalf of Port of Pasco, has submitted plans for a 497-vehicle paved parking lot expansion with site lighting. The lot will be east of the Tri-Cities Airport’s entrance at 3601 N. 20th Ave.
Pasco
The Port of Pasco has submitted plans for an expansion of the facilities at 3601 N. 20th Ave. that includes three new passenger boarding bridges and associated foundations, a building expansion of Gate 2 to accommodate two of the passenger boarding bridges and an 11,300-square-foot building expansion.
Pasco
Don Faley from the Port of Pasco has submitted plans to build a rental car quick turnaround facility at 3601 N. 20th Ave., east of the Tri-Cities Airport’s entrance, adjacent to the parking lot expansion. The project includes 12 fueling stations with a canopy, a new road connecting the existing car rental parking lot to the new facility and various site improvements.
Pasco
Paul Knutzen of Knutzen Engineering has submitted plans for a 5,168-square-foot pavilion building at 6200 Burden Blvd. The site will include public restrooms and a large canopy, and will accommodate 26 food trucks, along with associated site and parking improvements. The site is currently vacant.
Pasco
Marc Pudists with Momentum Civil LLC has submitted plans for paving, grading and storm drainage design to support the addition of a vehicle rental parking lot at 4302 N. Swallow Ave. The project will add or replace approximately 52,276 square feet of impervious surface.
Pasco
Scott Sumner has submitted plans for a new 4,688-square-foot building at 7406 Three Rivers Drive, to include a 2,552-square-foot drive-thru. The project includes associated improvements for utilities, drainage and erosion control measures.
Franklin County
Big Sky Developers has submitted an application for a conditional use permit to develop a single-family residential planned unit development subdivision on 50.06 acres. The proposed planned unit development would include 50 single-family residential lots averaging 23,958 square feet in size. The site is west of Fraser Road and north of Dent Road, and it is zoned rural community 1.
Pasco
Paul Knutzen of Knutzen Engineering has submitted plans to grade two parcels south of East Saint Helens Street and east of North Commercial Avenue for future development.
Pasco
Dave Swisher on behalf of Farm 2005 LLC has submitted plans for a 464-lot single-family subdivision on 132.5 acres at the northeast corner of the intersection of Burns Road and Road 52.
