Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia.
The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties.
Here’s a look at projects that appeared in the SEPA register in the past month.
Kennewick
Knutzen Engineering has submitted plans to construct 207 parking stalls at 7000 W. Grandridge Blvd. The parking stalls will replace those that will be eliminated due to the convention center’s future expansion.
Prosser
Hayden Homes LLC has submitted plans for a 165-lot subdivision for mixed-use residential housing. The site is north of Interstate 82, west of Wamba Road and south of Johnson Road, and the proposed plat will include storm water retention ponds, public roads and an emergency access fire road. The applicant has proposed payment in lieu of building a neighborhood park.
West Richland
Frank Tiegs LLC along with PBS Engineering and Environmental has submitted plans to divide 35.96 acres of a 55.44-acre site into 14 lots for light industrial use. The site is west of the intersection of Keene Road and Paradise Way.
Benton County
Culbert Construction has submitted plans to construct a 340-by-170-foot potato storage building 3.5 miles southwest of the intersection of Plymouth Road and Tyrell Road.
Richland
Knutzen Engineering has submitted plans to build a new flex-use facility at 3077 Kingsgate Way. The project will include a 9,625-square-foot building, a 9,000-square-foot building and associated site improvements.
Plymouth
Farmland Reserves Inc. submitted plans to create a water bank in coordination with the state’s Office of Columbia River. Farmland’s bank is intended to serve its own agricultural needs and make water it conserves available to mitigate for a variety of others’ water needs, including agricultural irrigation, dust control, instream flow, drought relief and more. Farmland has submitted two water right change applications and three new (mitigated) water right applications. The initial two change applications will create supply for the water bank; the three new water right applications will rely on the mitigation from the proposed water bank.
Kennewick Irrigation District
Kennewick Irrigation District has submitted plans for a pump station upgrade at 2456 S. Arthur Court, Kennewick. Phase I of the project will involve the relocation and intertie of two existing pump stations, construction of a pump station building, and installation of 180 feet of underground irrigation pipeline. Phase II includes the installation of a new turnout structure within the canal and an additional 120 feet of pipe crossing Creekstone Drive to connect to the pump station.
West Richland
Benton Rural Electric Association has submitted a civil plan and building permit application to develop a currently vacant property into a new operational facility for Benton REA. The 16.5-acre property at 2121 Cooperative Way is zoned commercial, light industrial. Improvements will include a 28,000-square-foot administration building, an 8,000-square-foot warehouse, a 7,000-square-foot garage and a 6,000-square-foot covered material storage and vehicle barn. The project also will include the construction of associated parking, interior drive aisles, utility services and large outdoor storage yards for equipment.
Kennewick
Knutzen Engineering has submitted plans to build a new 4,300-square-foot convenience store/gas station and laundromat with associated site improvements at 1400 W. 10th Ave.
Richland
Richland's Public Works Department has submitted plans to install a booster pump station and related infrastructure for the city water utility’s Tapteal 2 pressure zone.
Kennewick
Canyon View Estates LLC has submitted plans to build a multifamily apartment complex with supporting infrastructure, single-family lots, open spaces and roads leading up to and through the site. The site is southeast of Highway 395.
Pasco
Jason Watkins of Modern Machinery has submitted plans for a 36,290-square-foot machinery shop, wash bay, warehouse and office space with site improvements on East Lewis Place west of Highway12 East. Future plans include two additional shop bays.
Pasco
John Hjaltalin of Rojo Venture LLC has submitted plans to lay 3 inches of gravel across a 4.71-acre site on East A Street west of the intersection with South Road 40 East. The area will serve as storage for empty shipping containers. About 1,900 cubic yards of crushed rock will be hauled and spread.
Franklin County
Steve DeRuyter has submitted plans to build a new milk parlor. The project at 1580 Kruse Road, Pasco, will include building a rotary parlor and adjoining equipment room, along with a holding pen for cows to be milked and a return alley for cows returning to their respective pens.
Pasco
Dave Swisher on behalf of Farm 2005 LLC has submitted plans for a 460-lot single-family subdivision on 132.5 acres at the northeast corner of Burns Road and Road 52.
Pasco
Dennis Gisi has submitted plans to rezone a 2.52-acre lot at Road 76 and Wrigley Drive from retail business to high-density residential. The zone change will allow for the future development of a 100- to 110-unit apartment complex with parking and related amenities, including outdoor recreation facilities.
Pasco
Barghausen Consulting Engineers has submitted plans to construct four new commercial buildings at 2921 N. 20th Ave. The project will include associated parking, landscaping, utilities, electric vehicle parking, ADA accessibility routes and a trash enclosure. One of the four buildings will be 6,200 square feet, and the other three will be 6,156 square feet each.
Pasco
Matt Watkins, representing the Pasco Public Facilities District, has submitted plans for an aquatic facility west of Road 108. The facility will cover 33,000 square feet, including a 12,000-square-foot indoor pool natatorium. The remaining area will be used for support spaces such as a lobby, concessions, offices, changing rooms, storage, mechanical rooms and custodial areas. An outdoor pool and fenced deck will be located on the west side of the building.
Pasco
Nathan Machiela with Barghausen Consulting Engineers has submitted plans to plat 71 new residential lots southeast of the intersection of West Pearl Street and North Fourth Avenue. The property is zoned medium density residential, and the lots will be developed with attached single-family dwelling units. The project includes construction of new roadways and associated site improvements.
Franklin County
Coulee Flats Dairy has submitted a conditional use permit to expand an existing dairy at 1170 Pepiot Road, Mesa, to add an additional four corrals for milking cows. This would enable the production of additional milk for the new Darigold plant coming into production in 2025. The corrals will feature four cattle shades 20 feet tall, 40 feet wide and 800 feet long. Additionally, the number of milking cows on site also will increase from 4,300 to 10,000 as part of the proposed expansion.
