Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia.
The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties.
Here’s a look at projects that appeared in the SEPA register in the past month.
Benton County
Knutzen Engineering for Hartley Farms has submitted plans to build a 154,700-square-foot packing shed and a fire pond involving grading about 68,000 cubic yards of dirt. The site is at 15906 E. Produce PR SE, Prosser.
Kennewick
The city of Kennewick has submitted plans to extend the water and sewer infrastructure south of Interstate 82 to serve undeveloped property generally located at 7241 W. 35th Ave. The property is zoned industrial, light.
Richland
Barghausen Consulting Engineers Inc., on behalf of Sundance Capital 401K Plan et al. and James Sterling, has filed a preliminary plat application to subdivide a more than 97-acre site into 55 lots and six tracts. The project is west of the end of Strawberry Lane and south of I-182.
Richland
Story Family Five LLC has submitted applications to rezone property at 1004 Sirron Ave. from suburban agriculture to low-density residential and to subdivide the more than 29-acre site into 79 lots.
Richland
Clover Planning has submitted plans to grade 490 Englewood Drive and construct a mixed retail building. The commercial building will be an 8,103-square-foot, single-story, multitenant space containing one accessory apartment. The anchor tenant is planned to be a restaurant/bar/cafe. Drive-thru window service is not included. Site developments include 73 parking stalls, perimeter landscaping and a 760-square-foot covered patio.
Benton City
Hilario Zaragoza submitted plans to change the zoning of 1008 E. Seventh St. from ag-suburban to medium density residential, which allows a minimum lot size of 7,200 square feet. The property is 11.51 acres with an existing single-family residence and other detached accessory structures. The applicant proposes to submit a preliminary plat for the creation of 21 residential lots upon approval of the zone change.
Benton County
Travis Hendrickson submitted plans to expand an existing storage facility at 230306 E. SR 397 in Finley and construct a 5,400-square-foot storage building.
Kennewick Irrigation District
The Kennewick Irrigation District has submitted plans to level the Schaefer property near 506 PR SE. About 21,000 cubic yards of material will be excavated and incorporated into canal lining projects in parts of the adjacent Kennewick Irrigation District canal.
Benton County
Richard Dorsett has submitted plans to short plat a 10.01-acre parcel south of the intersection of Old Inland Empire Highway and Wilgus Road in the Prosser area. The parcel will be divided into two lots.
Kennewick
Harms Engineering Inc. has submitted plans to subdivide 42.08 acres east of South Olympia Street where it intersects with State Route 397 into 29 lots and two tracts.
West Richland
Missy Jasso, on behalf of Benton Rural Electric Association, has submitted a civil plan review application to develop a 16.5-acre property into a new operational facility for Benton REA. The project at 2121 Cooperative Way, zoned commercial light industrial, will include a 28,000-square-foot administration building, an 8,000-square-foot warehouse, a 7,000-square-foot garage and a 6,000-square-foot covered material storage and vehicle barn. Improvements will include the construction of associated parking, interior drive aisles, utility services and large outdoor storage yards for equipment.
Franklin County
AHBL has submitted an application to rezone two parcels between North Railroad Avenue and Highway 395 south of West Vineyard Drive from agricultural production 20 to general industrial. The two parcels total about 131.5 acres.
Pasco
Jessica Pierce of Vertical Bridge Towers has submitted plans to build a new 150-foot monopole in a 60-by-60-foot area south of Clark Road and east of Road 68. The project will include enclosed ground equipment space for future wireless users, to be enclosed by an existing property fence. Antennas and radios will be installed on the monopole.
Pasco
Cody Fielding has submitted plans for a 40-unit apartment complex on the east side of Heritage Boulevard between East A Street and East Lewis Place. The apartment buildings will be two stories and the project will involve site improvements.
Pasco
Shane O’Neill with Clover Planning LLC has submitted plans to construct about 50 mini storage units, a 7,500-square-foot multi-tenant retail building and a caretaker’s residence above one of the tenant spaces on the west side of St. Thomas Drive, between St. Francis Drive and St. John Drive.
Pasco
Mayra Reyna of the Port of Pasco, on behalf of Corina Manzano of Wheelhouse Events LLC, has submitted a proposal to occupy an existing 1,700-square-foot building at 1350 SE Road 20 East, Building 300, for an event center rental space.
Pasco
Blake Hall has submitted plans to install a butane blending system at the Marathon Pasco Terminal at 2900 Sacajawea Park Road. The system will consist of a 60,000-gallon butane storage tank, a truck butane offload station, a butane pump and a consolidated butane injection skid with three injection lines. The project will include all associated equipment foundations, pipe supports and piping for the new butane blending system.

Gary Barnes has submitted plans for a 5,263-square-foot car wash, a 676-square-foot pay station and canopies totaling 3,497 square feet at the southwest corner of Burden Boulevard and Convention Place. The site is 1.38 acres and is undeveloped.
Franklin County
Nicholas Cooper has submitted a conditional use application to allow a building height deviation to the accessory standards in the suburban 20 zone. The request is to build a 25-foot accessory structure at 7035 W. Wernett Road, Pasco.
Pasco
Grow Bounti Northwest LLC has submitted plans to build a 152,078-square-foot hydroponic vegetable growing facility at 950 S. Elm Ave. This is an addition to phase 1, which was the development of a 202,000-square-foot greenhouse and a 78,200-square-foot packaging and propagation building.
Walla Walla County
Northwest Grain Growers has applied for a Shoreline Conditional Use Permit to conduct dredging of the barge slip located adjacent to its grain elevator at 324 Western Farmer Road, Touchet, along the Columbia River near Wallula. Disposal of the dredging materials will be placed within the Columbia River’s Riparian Buffer area. About 8,830 cubic yards of naturally-accrued sediment will be dredged.
Walla Walla County
Marathon Petroleum Company LP has submitted plans to replace the existing Boise-Pasco #1 6-inch-diameter product pipeline crossing the Snake River and one set of railroad tracks between Walla Walla County and the city of Pasco. The project will cross under the Snake at about river mile 2 from the jetty at the Port of Walla Walla Burbank Facility to the Marathon Pasco Bulk Fuel Terminal in Pasco. Marathon will replace the pipeline using horizontal directional drilling trenchless installation methods.
